When does agency help fit the problem?
Agency help may fit when the office needs someone else to handle staffing tasks that its own team cannot take on. General availability in a region does not establish that a professional has accepted the shift you need.
Clarify who employs the professional under the proposed arrangement and who handles pay administration. Ask who checks licensure, what documentation the office receives, and what happens if the planned coverage changes. A clinic should be able to identify the responsible party without reconstructing it from separate sales messages.
For permanent placement, read the placement terms as their own agreement. Confirm what event creates a fee and what a replacement provision actually provides. What changes when payment depends on expressed interest?

How can you decide without a promised outcome?
Write down the immediate constraint. If it is an uncovered shift, ask for evidence of availability for that shift. If it is limited administrative time, identify which tasks the provider will take over. If the role description is incomplete, settle the missing terms before buying more exposure.
Then read the proposal against that constraint. Check the billable event and cancellation terms, and identify any task nobody has accepted.
